Topic: Bentinck Island Chinese Leper Colony
In 1891 five Chinese men suffering from Hansen’s disease (leprosy) were forcibly removed from their community by City of Victoria officials and confined to D’Arcy Island, located in WSANEC territory off the eastern side of Saanich Peninsula. From this time until 1906 when the federal government assumed responsibility for the settlement, the 23 men who resided on the island received no medical care, no caretaker and only limited other supports. Between 1906 and 1924, an additional 25 people were confined to the island. In 1924 the Canadian government determined that the residents should be moved to Bentick Island which is closer to the William Head Quarantine Station, located in Scian’ew territory in Metchosin, near Race Rocks. The island was inhabited until 1957 when the last person affected by leprosy died.
Biography:
D’Ann Owens is the Senior Manager for Millennia Research Limited, a professional archaeological consulting company. She has a strong interest in historic archaeology. D'Ann has participated in field projects in northern and western Vancouver Island, the north and central coasts, Haida Gwaii, and recently in the southern interior. She holds an undergraduate archaeology degree from Simon Fraser University and was awarded a Social Sciences and Humanities Research Council Graduate Scholarship for her historic archaeology MA Thesis research on the gold rush era, Black settlers of Salt Spring Island.
